As I understand it, it's a chemical deterioration of the acetyl groups
in the acetate to acetic acid, which then attacks the film as well as
doing its usual job of smelling of vinegar. Nitrate is chemically quite
different, so, no, whatever else might happen it couldn't produce the
vinegar odour.

No, nitrate film has all sorts of other unpleasant storage failure modes,
many of which are far worse than vinegar syndrome.

There's no acetate in there, there's no way to make acetic acid. But there
are nitrate groups and it's possible for them to break off and make nitric
acid...
